Saudi Arabia - Financial Sector Conference

The FSC is the leading event of its kind in the Kingdom of Saudi Arabia. World class business and banking leaders and a row of strategic sector ministers (finance, tourism and investments) were not only present but actively participated in the sessions. The conference seeks to discuss the economic changes that contribute to keeping pace with the Financial Sector Development Programme, a flagship of “Saudi Vision 2030”.

After the official welcome speech by H.E. Mohammed Al-Jadaan, Minister of Finance, Kingdom of Saudi Arabia, Arnaud Leclercq participated in a discussion on the critically important topic of onshoring wealth management in the Gulf.

The panel, moderated by John Defterios, Professor of Business, New York University Abu Dhabi, examined how high returns and increasingly sophisticated markets in the Middle East have sparked a client re-domiciliation trend. This, in turn, has urged wealth managers and private banks, notably from international wealth management centres, to follow their clients to their home countries.

The FSC is organized by the Saudi Ministry of Finance, Saudi Central Bank, and the Saudi Capital Market Authority. The conference serves as a unique platform for dialogue and attracts financial industry decision-makers and senior executives.

Who is Arnaud Leclercq?

Arnaud Leclercq

A French national and a multi-faceted banker, professor, and activist, Arnaud Leclercq currently serves as Non-Executive Chairman of an asset management firm in the Gulf. Formerly a Limited Partner and Executive Committee member of a Swiss private bank, he is also an author, investor, and professor of geopolitics. Beyond his professional career, he is deeply committed to preserving Breton heritage and defending the rights of rural landowners, while actively contributing to strategic foresight for the future of Brittany. He holds an MBA from HEC Paris, is an alumnus of Harvard Business School, and earned a degree in Private Law from Paris II University. A former student of the Paris Doctoral School of Geography, his PhD thesis (Paris I Sorbonne) was published in 2013 under the title "Russia, a Eurasian Power: A Geopolitical History from its Origins to Putin," which has since become a standard reference work. Since 2014, he has taught the Global Geopolitics course for the HEC Paris MBA, and his analyses are frequently sought after by the media.
